Outcome systems are oriented to develop organizational capacity to use program evaluation in a continuous manner for the purposes of service improvement. The Canadian Outcomes Research Institute uses an outcome model that embeds outcome planning (Program Logic Models) with data collection, using an ongoing quality improvement framework.
